Our Story

Pavlov Financial Planning was started in 2010 to serve common people in uncommon ways. We feel the pain of our generation struggling to find quality financial advice at an affordable price while being sold unnecessary financial products or being pushed away by large wealth management firms. This is why we dedicate ourselves to provide fee-only financial planning for young professionals who want to have comprehensive understanding of their finances, are ready to get their finances in order to start building wealth and meet their goals, and welcome a little nudge to take action from time to time.

With the needs of the new generation in mind, we established Pavlov Financial Planning to be an independent and fee-only investment and financial advisory firm. We are a Registered Investment Advisor firm with the Commonwealth of Virginia, and are legally required to put the interests of our clients ahead of our own. This is our fiduciary duty. We also adopt the CFA Institute Code of Ethics and Standards of Professional Conduct.

We were recognized as winners of the Arlington Best Business Awards in 2015.

Marcio is the founder of Pavlov Financial Planning. He is also a founding member of XY Planning Network, a NAPFA-Registered Financial Advisor, and has been featured in the Wall Street Journal, The Investors’ Business Daily, Reuters, Yahoo Finance, CNBC, Advisor IQ and other media venues. He loves serving motivated and energetic young professionals who are committed to achieving their financial independence.

In addition to holding Certified Financial Planner (CFP), Chartered Financial Analyst (CFA), and the Chartered Alternative Investment Analyst (CAIA) designations, Marcio is also a subject matter expert with the CFP Board for exam question writing and review. His interest in the impact of human behavior on financial planning led to his completion of the Investment Decisions and Behavioral Finance Program at Harvard University in 2013 and the FPA Residency Program in 2012. Locally, he volunteers his planning expertise with Our Daily Bread of Fairfax County, VA and contributes financial planning knowledge through the Arlington Chamber of Commerce Blog. In December of 2014, Marcio was the only financial advisor honored in the inaugural 40 under 40 class of Leadership Arlington. Marcio was also chosen to be part of the 2015 40 under 40 Class by InvestmentNews Magazine, which recognizes 40 young leaders in the investment advisory profession.

Prior to starting Pavlov Financial Planning, Marcio held leadership positions as a financial analyst and advisor. Marcio holds a bachelor degree in Economics from the Institute of Economics at The Federal University of Rio de Janeiro and an MBA in Financial Economics from The Coppead School of Business. In his free time Marcio is a world traveler and also a reading and language enthusiast.

Hui-chin is the co-owner of Pavlov Financial Planning since 2014. She is passionate about helping people make better decisions and take control of their financial lives.

Hui-chin specializes in guiding young globally mobile professionals to simplify, organize, and make sense of their complex financial lives scattered around the world so they can truly enjoy the benefits of global living. She particularly enjoys helping couples in their 20s to 40s become true financial partners and work together as a team. She writes about the intersection of global living and financial planning on her blog Money Matters for Globetrotters.

Prior to becoming a financial planner, Hui-chin was an analyst specialized in credit risk modeling and monitoring, first with a Fortune 500 company, and later for a research project in India. She also pursued her love of working with people through sales and marketing activities for small organizations in Taiwan and Mexico. Her background combining quantitative expertise, intuitive visual design, and coaching lends her unique ability to transform technical information into truly personal advice.

Hui-chin is a member of the XY Planning Network, The National Association of Personal Financial Advisors (NAPFA), and the Financial Planning Association. She holds a Master of Science degree in Public Policy and Management from Carnegie Mellon University, and a Bachelor of Business Administration degree from National Taiwan University. In addition to English, Hui-chin speaks fluent Mandarin Chinese and Taiwanese, and is conversational in Spanish and Japanese.
